Ukraine became associated to Horizon Europe

Ukraine will participate in Horizon Europe and Euratom without having to contribute financially for years 2021 and 2022.

On 9 June 2022 the agreement on Ukraine's association with Horizon Europe, the EU's research and innovation program (2021-2027) and the Euratom research and training program (2021-2025) entered into force. Ukrainian scientists and innovators can now participate in these projects in the same way as entities from EU Member States. 

In view of the ongoing conflict between the Russian Federation and Ukraine, the EU has offered concrete means of support to the Ukrainian research and innovation community. Ukraine will now be allowed to participate in Horizon Europe and Euratom with a waiver of a financial contribution of around € 20 million.  

This support complements the ongoing ERA4Ukraine, Horizon4Ukraine and ERC4Ukraine initiatives, as well as a dedicated € 25 million scholarship scheme under the Marie Skłodowska Curie (MSCA) actions for researchers who emigrated from Ukraine during the war. Under the leadership of the European Innovation Council (EIC), Ukrainian start-ups and technology SMEs can also benefit from € 20 million in targeted actions.
